One More Unasked Question about Hillary's e-mails

Okay so Mr. Comey staunchly defends his position that there should not be a prosecution of Hillary (or any of her aides according to Loretta Lynch)
Neither Mr. Comey nor the Congressional Oversight Committee addressed a glaring question.
If Hillary handed her server over the her lawyers and they in turn conducted their own review of the e-mails, read or at least sorted them for content, and then deleted whatever they wanted. Did every person in that law office have security clearances matching the content of the e-mails that Mr. Comey stated were classified and top secret?
If not, doesn't that change the dynamic. Isn't Hillary then guilty of handing such content to unauthorized persons outside the government.
Now I am not a legal eagle or even a government insider but from my vantage point I think that is a problem and a question that I would really like an answer to.
If Mr Comey says that Hillary was careless and sloppy about her handling of her e-mails than I have to wonder how he can say the FBI was so thorough and diligent in their investigation if they did not have the answer to that question.
The whole thing just stinks no matter how much Mr. Comey is offended by pointed questions.
